Hmm, to run wine I guess not but yeah, you will need to have windows installed to run most of the programs. Like for example if you have a program called "ABC", to install ABC, you have a file called setup.exe. Now to run setup.exe, i.e. to install the program ABC, I guess you would need Windows to do that, but yeah, you might say cant I use wine to run setup.exe, I would say maybe you might but I am not sure.
