won't boot @ 133Mhz

I have a Biostar M7MIA Mobo with FSB jumpers set to 100Mhz but system won't boot when set @ 133Mhz?
Anyone know what I'm doing wrong?
Besides having a biostar mobo!

is the chip unlocked?what is multiplier set to?if still @9x its trying to boot at 1197.

Check RAM VOLTAGE....... 2.5v should be enough... if no increase it
