What is the advantage to unlocking it. Can you get higher cpu speeds by decreasing the multiplier and increasing the fsb?

Yes sometimes you can achieve a higher cpu speed. But the higher your FSB is the faster your whole computer is not just the processor.
10 x 140 =1400 is better than 10.5 x 133 = 1400.
