What will encode from TV tuner to mpeg4?

Hey guys/gals,

I seek your help for a program that will encode video from an ATI tuner card into mpeg4 for a friend. I've already tried SageTV, which is supposed to be good, but it didn't work well for me. I'm looking for something that will do it direclty, without having to do mpeg2 first then converting it.

Any suggestions would be appreciated.
