Working with a 4690K - Using the Bios to OC, if I turn Speedstep on, it default the multi to the x35 stock. Turning Turboboost off also results in the default multi. Are there any other settings I should be paying attention to in conjunction with these?

You'll have to leave Turbo/Speedstep on to get a multi higher than 35X.

I don't believe any others affect the maximum multiplier.

sorry to bump this again, but I now have a stable overclock, but if I enable Speedstep, for some reason the multi gets locked to the stock x35.

Turbo, Adaptive voltage, and Cstates are all enabled.

I'd have to get my Extreme6 hooked up to verify, but I believe both Speedstep and Turbo have to be enabled.

If you have the C states cut off it shouldn't idle down, IIRC.
 
If you don't want the CPU to throttle down, the go to control panel/power options and choose high performance.
