offline webpage

how do I make a webpage available off line in IE8 and up?
how do I make it so it updates only when I want it to?

ok. got the single page worked out, how about the hyper links?
that web httrack is out of the question, remember that week you could get nothing off the interwebs???? That's because I downloaded the WHOLE interwebs and it took that long to put it back!!!!!!

I use pdfxchange viewer instead of adobe. It opens hyperlinks perfectly from pfd pages. As far as updating an offline page, I'm not quite sure that's even possible though if you setup httrack to down just the one page that may work.
