Multiplyer changing by itself?

While watching cpuz I noticed the multiplier on my cpu changing from 9 to 6 every few seconds by itself. It isnt temperature throttling, the cpu never got above 32c.

Whats going on?

Speedstep shows disabled in BIOS

Turn off Speedstep / C1E / EIST in your BIOS, and this problem will disappear 99% of the time.
