dye hindering cooling?

I just disassembled my WCing setup since I got a new case. I noticed however that they dye has dyed the hosing and there is a residue in the barbs of the radiator. The residue is blue (dye color)..is that just dye residue or is that algae dyed blue? I used whater whetter so i don't think it's algea and since the tubes were dyed blue I might have done the same thing to the block and radiator.

Is there a easy way to remove this dye (or algae) fromt he block and radiator?
 
A lot of the time the buildup can be a result of the water you have used. I used CRT in my system, which seemed to clean it up pretty good.
