low Sisandra memory bandwidth?

i have 2x512 MB Samsung(K4H560B3BC) running at 2.5-3-3-6. Basically they are running at default turbo settings, however why is the memory bandwidth so low? I'm barely above the peak PC2100 memory bandwidth...

You need to make your mem settings more aggressive. Those are the most relaxed settings possible. You'll see a big difference at 2-2-2-5-1.

thats the problem, when i tried that I got hive error on winxp bootup

That means that your RAM can't keep up with your cpu speed.
Did you try it at default cpu speed?

Running 1t with two sticks is asking alot.
Just lower one setting at a time until you find the fastest you can do.
You can try raising the memory voltage if your board allows, 2.7v is usually good for samsung.

You are doing better than the sandra comparison for the 645 at 2100 the 645dx is running the memory at 2700.

You will need to use the memory ratio settings to set the memory for 166mhz with the cpu at 100mhz. 3:5 I think it would be.

Don't put T1 if you have more than one stick....Put it T2 and try this : Cas 2,5 - 2 - 3 - 7 - T2.....

I show at your sign that you have SOYO P4S Dragon Ultra if I'm not wrong....I had one of those too....Man they SUCK....!!!!....
