Way to test if power supply is dead/works?

Hey,
I have an old pII 350 MHZ computer in my basement that I have been screwing around with forever. And for the life of me, I cannot get the damn thing to turn on!! I have tried everything. Ripped it apart 5x trying to get it to work. I have a sneaking suspicion that it is the power supply though. Is there any way to tell if the power supply is getting and kind of power to it or not? please let me know before I go mad about this damn thing!

Is it an AT power supply or ATX?
