I have a Dell power supply model H275P_1 it says that it has 17 amp at 12v but when I apply 12v 9amp startup load it turns off

Hello guys, this power supply says that it has 17amp at 12v but when I apply the 12v 9amp startup load it turns off. actually, I have 3, 12v 35watt bike's front light bulbs attached as DC heating source in a small DIY wooden incubator. when I apply this load on startup power supply turns off. then I remove 1 bulb and run 2 bulbs it works fine, I want it to work well on all 3 bulbs
picture of the power supply is attached. I have one other old power supply from Motorola company that does the same but that one do this shutt down thing on 2 bulbs and its 12v 9amp power supply.
please guide me what should I do to solve this problem

I agree with ED.

You can get away with a barbones supply from a known decent manufacturer for <=$50 that could handle that load. Corsair and such. There really isn't a reason to go bare bones on it.
 
well the lable says 275watts on the top right, 12v x 17a=206watts. i really doubt it would do that constantly, might be peak rating on the 12v rail. you have clearly hit the max constant current rating of that power supply. i also get the idea you are not using it in a pc from what you have posted. i would look into dedicated 12v power bricks. 24v bricks will work as well just wire the bulbs in series for it to work, would just be 2 bulbs. yet you can also find a 36v brick to run 3 in series, the down side would be not knowing which bulb is blown.
