Would this be psu related?

My power supply is an allied 450watt. My vcore is set to 1.725. When I go to my motherboard hardware monitor, my vcore is always changing. Like it'll bounce from 1.7 to 1.75. When it does this it also changes my rails on my +5 and +12 lines.

Would this be realted to my motherboard or psu?
 
Is a 3% variation harmful? I think it bounces because the monitor program doesn't take measurements that frequently, the hardware isn't very accurate, and the current draw of the CPU changes according to what it's processing. I once saw fluctuations from MBM, but with my digital meter, rated 0.4% +-2 digits, only the least significant digit changed and then by just one count.
