Extremly Poor performance???

I just installed a new os win2003 and i think i am experiancing very poor video card performance. The pc is running at full speed as aplications and suck launch fast but when scrolling down a web-page or a file folder it is not smooth. If i scroll it fill refresh very slowly down the page and only show a few frames. What could this be? an incompatability issue or something?

how well do 3d applications run?

didn't try any beyond playing a few video which ran fine. Maybe i should install dx9?

ok i found the problem. For some reasons in dxdiag all of the features of direct under display are disabled and unavailable??? Can this be fixed with new drivers or something?

ok all is fine! I just got the latest win2000 drivers and they did the trick. Thanx for the help
