vapo chill

hey all any one have a vapochill computer i wanna get one but few things i wanna know.
1. is it loud when it kicks on like my fridge
2. where can i get the cheapest one really dont wanna spend more that $550 and maybe $50 for shipping
3. will it keep my 2400+ tbred under -5c even under load im not over clocked @ all
4. can i still wc my gpu ram and northbridge i have a abut kd7 raid mobo
