i'm just going to paste a chat log of a discussion between myself and hawkeviper. most of the idea part came from him (i'm Innocent and pure hearted evil). partly censored because i don't remember what the rules are about that on the forums, and quite frankly i'm too lazy to check.

I don't think AMD wants to just stop unscupulous vendors. I think there is some merit in forcing enthusiasts to buy higher end CPU's.
 
Also, this isn't an AMD issue. The motherboards could easily detect the correct setting automatically.
