directx won't install

I just reinstalled windows and I download the dxwebsetup from microsoft and I click on agree and then hit next and it just jumps to the screen saying files are installed and ready to use but in dxdiag I still have 8.1?
I also tried installed the distributed dx9.0c and get the same results?

Anyone have any ideas?

I just went though this same thing. I am at work right now. So I am going off of memory. So bare with me.

1. Download the redistribute version.
2. Extract it into a temp folder.
3. Open up the DirectX.cab file.
4. Extract it into the same folder.
5. Select all of the *.inf files
6. Right click and hit install
7. Check the version number in dxdiag

Man I hope that does it for you. It took me a long time to figure out how to force a DirectX install.
