Recently before the nVidia drivers would go queer with Win NT based platforms and while back I tried to update my drivers to get a better fps in Counter Strike knowing that when it launches it loads to a black screen...

Well I was at Ipkonfig.com today and found a "nVidia Refresh Rate Fixer" wonder what it was set it to my monitor maximum performance and everything worked good!!!...

Guess nVidia new drivers have some refresh rate issues with DX games.
 
Actually guys the refresh rate 'bug' is not the graphics card drivers, it's 2000/XP themselves. Microsoft decided 60Hz was fine and that games/apps should choose their own refresh rate, of course none do. So you're stuck at 60Hz. Unless you use something like Powerstrip, or the drivers have the fix built in.
