So assume I have a 64-bit capable board along with a 64-bit capable cpu, will I be able to take advantage of 64-bit capable games without having Windows X64?
 
no, unless you run some other 64 bit os, like the 64bit Server 2003 R2 (though there isn't much point in running this instead of XP 64), or even Linux with Cedega to play windows games (though I don't know if Cedega supports 64 bit games yet).
