if you can install IIS that should work rather well, or any windows based web server. then they could use http://<your computer's hostname> or http://123.456.789.012 (your computers IP)
then you set the html page as your default document, then when they go to those addresses they'll get that web site.
i suggested IIS because i figured it'd be easiest to setup and run, last time i tried apache on win32 i had issues, but it was a couple - few years ago.
if you dont want to use a web server, you can put the file in a shared (read only permissions) folder, then just put a shortcut or bookmark on their desktop to \\computer ip\drive\folder\file.html
