My boss insists that whenever possible you should bold keywords on the webpage. However, wouldn't enclosing them in tags actually be detrimental?

detrimental to what? Is your boss trying to say that adding bold tags to words on a web page will help search engine results? If so Id say thats pretty far off but as for being detrimental, I can't see that being the case either.

It could be annoying. If it's an informational site, you could link key vocab to definitions.

The site in question is for a lodge, not really an info hub.
