DIY universal laptop battery?

A local electronics store sells 12v, 7.2AH (86.4WH) AGM batteries for about $20 each. That's much cheaper than a laptop battery of similar power ratings. Has anyone thought about making a universal laptop battery that connects using a power inverter or DC/DC converter? A simple 15v regulated power supply with a dropping diode can be used as a charger. (Note that AGM batteries should be pulse charged for optimum lifetime, but that's more complex. Worth the extra work, though.)
I plan to build one and put all the parts into an enclosure along with some meters, indicators, etc. (Some items, such as the battery voltmeter and ammeter, are useful, while others like the outlet wiring checker and AC line voltmeter are more for show-off than actual use. And the meters will be LED backlit, adjustable with a control.)
