question about manually setting vcore...

i have an E6600 and i manually set vcore to 1.350v... when i check it on CPU-Z, the motherboard is still varying the vcore between about 1.280v-1.360v... i was wondering if this is normal...? when i had it on auto, the vcore reached over 1.460v even though the FSB is only at 266mhz and multiplier is at 9x...
 
Do you have speed step on? On different multi there might be different voltage when system is idle. Also motherboard might have drop under load.
