Ok, I have absolutely no idea what happened, but my first two cores are messed up. I didn't do any overclocking whatsoever. But when I open up AMD OD, it shows that my first 2 cores are running at really low speeds and the voltage is really low. The multiplier keeps changing every couple seconds to 4x, 13.5x, 11x, and 17x. And all this is happening while I watch it. I'm not sure whats going on. 15 mins ago it was fine. I have a couple screen shots:

Does it do this when you go in vista/7 and set the power plan to "High Performance" or do all the cores run at their 17x multiplier?
For me, I've ever seen cool n' quiet change the speed/voltage of all my cores. I've never seen it change individual cores.
 
There are two ways to disable CoolnQuiet. Either turn it off in windows via performance options, or turn it off in the bios.

It will happen to all cores and it goes right back to normal voltages and speeds when the processor usage increases. This is why there are multiple levels, it scales with performance and power demands to achieve the best overall efficiency. It's nothing out of the ordinary and there is nothing wrong.
 
I switched to high performance a couple weeks ago and in minimum, it was set to 100%. I just checked right now and it was set to 5%. I'm not sure how it changed but I set it back to 100.
