I have recently redid my OC and had downloaded HWmonitor which also shows the processor watts. I noticed that each time I upped the multiplier, the total/max processor watts went up (114w for 19x, 12? for 20x, and 130w for 21x - each with 200 blck). Does this indicate that I would have a more energy efficent OC if I went with 19x multiplier?

Example:
Assuming both are stable, would 19x 211blck (4009) use less power then my 21x191 (4011)?

both would use the same amount of power... the TDP is completely different then power used. TDP is heat-output in either idle or full load conditions.. since the cpu in at either multi would be near the same speed your prolly talking about around 1% or less different in TDP output, same thing for energy used.
