A7V133A won't soft boot

I have an A7V133A mobo with a 600 Mhz Duron that I just put together. It has a Leadtek Geforce 2 Pro video card and a maxtor 30 gig 7200 rpm 100udma drive with an SMC 1211TX NIC. That's all that is in the box.

It works fine except that it won't do a soft boot. Power off and reset work fine.

When I try a soft boot, it shuts down and locks up during boot up. If I press reset, it goes to the CMOS menu and I have to save and exit. Then it boots fine.

All of these parts have been used successfully in other computers.

The only thing that I think is weak in the system is that I'm using a 250 watt noname PS. The PS voltages look good.

Is there something in the PS that is involved in a soft boot???

If not, does anyone have any ideas.

I don't have another good PS that I can easily use. I would probably have to buy one.
