Overclocking i7-950 on Asus Rampage Gene III

Hey I recently built a new rig and was wondering how to overclock my i7-950 on a Asus Rampage Gene III motherboard. my CPU has a corsair cooler on it and runs at around 35 degrees on idle and I know its capable of more. For some odd reason, on CPU-Z it goes back and forth between 1600mhz with 12x multiplier and 3200mhz with 24x multiplier. Is this normal?

The machine is throttling the cpu down when its not in use. The setting in the BIOS is Stepping. Nothing wrong with it!

You will want to check out Miah's 3 step guide to overclocking i7 cpus. You will be able to find out what your cpu is capable of without damaging it or the rest of your machine that way!
