whats a coldplate?

A peltier goes between the waterblock and coldplate. The colplate just evens out the heat from the cpu. If you didn't use a coldplate the heat from the cpu would be concentrated at the center of the pelt causing things to overheat.
 
Cold plate explanation

A cold plate in it's simplest form is a piece of steel/aluminum etc that is thick enough to have channels encased in side that allows a liquid to course through it. An example would be not be unnlike a radiator except flat with no exterior fins with an inlet and outlet fitting and is usually immersed in ice or some type of refrigerant to allow for heat exchange of the fluid being pumped through and returning back again in a closed system scenario.
 
cold plate explanation

A cold plate is similar to a radiator without the external fins. A piece of metal/aluminum or copper etc. thick enough to encase fluid channels inside with and inlet and outlet fiiting that then can circulate fluid from the heat source to a cooling medium such as ice/refrigerator where it resides and exchanges temperature properties. Another term could be heat exchanger.
