and I was wondering "Why is that there are heatsinks w/ cws in the .2 range that waterblocks are also in, when water cools much better than air?"

Not all things are equal. There are some very high-quality HSF combos out there right now. Thing is, air cooling is probably about as far advanced as it can get, so as more WC options become available, water should widen the gap.
