amd64 cpu unstable at any high HTT?

specs
AMD3400+ 2.2ghz CG 1mb Claw (regular, not DTR or mobile)
DFI UT 250gb NF3 (9/12 BIOS)
1x512mb Gskill PC3200 (samsung TCCD)
WD 120gb 8mb IDE (not SATA)
x800XT PE

i cant seem to run my CPU at any HTT higher than 275HTT, at any multiplier
i've tried
290HTTx 8 (2320ghz)
1.6Vcore
1.8V chipset
2.5 LDT
1:1 memory 2.5-3-3-6 (memtest stable @2.7V)
.......not stable, PC would crash in windows and reboot

on the other hand, 250HTTx10 runs fine, 1.7Vcore, even with 1.7VChipset

I thought that HTT didnt matter as long as CPU speed isnt too high? I see a lot of high HTT with middle to low multipliers, especially with the DFI board (like 7x300HTT, which doesnt work for me either)
is it possible that my CPU doesnt like high HTT, regardless of the multiplier?
