Best CPU under $400

I am looking for the best CPU under $400. I do not care what socket, but would prefer a 1150 socket compatible processor. I DO NOT need integrated graphics, as I am just upgrading and already have a gpu, but if there is some advantage to it, please tell me. Thanks in advance for the help!

Gaming and streaming, but I thought the 4790k preformed better than the 6700k. Am I wrong?
