Build issues

Hi!
My friend build a new PC, but there is some kind of trouble. For example unfounded lags Dota 2, and if the background is spoken Skype (when not playing sound is ok), then there is a creaking sound. Has repeatedly reinstall Win and all drives and also there is an updated.GPU drives is to try both ccc both crimson.Also, it is the latest bios.CPU and GPU not oced and all temp is ok.
Maybe someone knows where is the problem.

This sound is not only Skye but also the same game.

I expect you're overheating the VRM and causing throttling. Can you monitor CPU speed when the stutter happens?
