Seriously, a new AMD PIC would probably work for you. It's exactly what you need. Email, Surf, Video...

Of maybe that overclocked Celron 300A mentioned earlier..

Joking. You could probably then get an extra gig an an 8400gs or something for another $50 or $60.

2x1GB of DDR2-800 goes for about $22 after rebate these days.. 8400GS for $26 after rebate too.. If the HD3850 really does drop to $109 as has been rumored, you would have a decent little gaming machine for under $450 including Windows.. Not bad..
 
Don't forget though that each part costs just that much more and he's looking for the cheapest pc possible that will run at least windows XP. Indicates that he (or the person that it is for rather) may have only the simplest of uses for it. So it needs to boot, be stable and maybe be wordprocessor/internet capable with other basic functions.

At least around here, a machine of that description can be bought from a place dealing in off-lease corporate machines for around $150 including a monitor..
