Choppy, Skipping, weird acting

Everytime I scroll on a webpage, or thump my music it gives me this choppy skippy sound, like as in. when i scroll the scroll bar freezes a bit then the song stopps then it contiues, this is like a split second happening thing. it didnt start doing this until i downclocked my cpu, any suggestions? It really bothers me to play games like COD with the sound all getting cut off ever second or so. my mobo is in signature, and this just really bothers the heck out of me.

ever since i went from vista to xp, it started doing this.

Really strange thing but try turning off smooth scrolling? It's fixed some strange scrolling issues for people in the past.

Hmm, It stopped doing it after I oc'd my CPU. I guess my CPU is wearing out :S
