Cool N Quiet, ACPI and CPU throttling

Hi,

Does modifying ACPI value at BIOS affects CPU throttling and fan speed?

These are my BIOS options:

- Cool N Quiet [ Disabled ]
- ACPI Selection [ Acpi 3.0 ] (There's also an Acpi 2.0 option available)

I have an HP Pavilion DV7 and I disabled Cool 'N Quiet at BIOS to stop CPU throttling and increase internal fan speed with no success.
