CPU and GPU usage

So while playing Witcher 3 and GTA V my CPU usage is around 30% - 40% and my GPU usage is at 99%. Is this normal?

Saphire r9 390x
16gb DDR3 1866

So that's telling me I can upgrade to a better video card and I'd see huge improvements in game play? Correct me if I'm wrong

What resolution are you on?

You won't see any real benefit from a GPU upgrade.

Mmmm ok. What if I dropped in a gtx titan and switched to a 4k monitor, how would this cpu hold up?
