For some price is no object. These will be binned to be some of the fastest GPUs on the market. Sure you could get a randomly fast one, but this one will be known. Also the PCB and everything will be ideal for sub ambient OC.

With recent lower prices on "standard" versions, somehow I doubt it will sell well. Extreme overclocking is like 50 active guys + a bunch of sponsored who don't have to buy that or work for some brands so can't bench on competitive products (at least officially). If this card was released 4-6 months ago then would be much more interesting. Of course there will be people who buy it but most of them already picked competitive RTX2080Ti from series that were available for longer.
It doesn't change fact that this card looks like a lot of fun.

Sure it is expensive as hell, but A LOT of work has gone into designing it for benching addicts. I don't think anybody who buys this is going to run it at stock.
