fanless power supplies suffient enough for overclocks

I was looking at that too. But I am going to be doing a dual CPU system so the 480 watts it has would be cutting it close depending on what else I have in the system.
 
Just get a silent power supply with fan, you won't be able to hear it over the pump and rad fans anyway and will save you money. In regards to how much you need, it all depends on your fans and your pump ratings, how many hdds, cdroms ect...

There are guides around that will tell you how much wattage you'll really need, most of them concentrate on how many amps you get on the 12v lead.

+12V 18A for a rated 480W is pretty sad.
