gigabit LAN problem help!

I've got two pc's both support gigabit lan. Use one as my main pc and one to backup to etc. The lan speed is nothing like i was hoping. It works stable at around 5% of it's full capacity... I'm not sure what the problem is. Both are setup for giga speeds, the router supports giga speeds and the switch also supports giga speeds. I've tried different configurations and it's the same with all of them. Are there any known problems? What could be causing this?

Router: dlink dir 655
Switch: netgear gs108t

Motherboards
dell xps 400
foxconn 945g7md-8ekrs2h
 
yeah tried different cables. There doesn't seem to be any difference whether there are many or few files being transfered. There is this burst at first which goes up to ~ 50% of capacity and then it lowers to ~ 5% of capacity and stays at this speed.


Operating system is windows xp pro
