my question how to ı can oc to 4 ghz ? I'm tried 4.0 >>> 1.381v fail when loading windows

Turn off Robust Graphics booster.
Run the 400fsb strap with 1:1 memory. That memory hopefully should handle 420fsb. Also why 3 sticks of memory?

Last what stepping is your xeon. While the C1 xeon I had in a very similar board did do 4.0, it took quite a bit of voltage to do it (like 1.5v - it got warm). E0 stepping hopefully would take less.

Also make sure your PSU is up to par - these start pulling the amps when you wind them up.

Paranoia Clarification: DON'T just crank your vcore to 1.5v, unless you really do want a space heater at load ;p
