Hi, I have a Compaq DC5800 sff that I'm trying to revive since it's a PC that I had lying in the closet since I do not remember when ...

Well I bought ram memories, 2 hard drives and a low profile video card, finally I would like to make a small overclock to the processor and get to 3Ghz without risk and if possible 3.2ghz or more

try to do OC from the bios but for reasons of HP can not, try also with Setfsb and ClockGen but I can not find what to put in ICS since in my mother card I get

BSEL can be made safe please tell me and if last of the last nothing works an alternative motherboard where you can get the most out of the processor without having to change more components

You would need to also get a different case to put an aftermarket motherboard in. Your current case is a proprietary (non standard) shape and size that aftermarket motherboards for overclocking will no fit in. It is what it is and is a very poor candidate for overclocking.
 
and to make a BSEL Mod in the processor that I have to do?

You should not need to make any mods of the processor. It is overclockable via the BCLK. But you would need a motherboard with an unlocked BCLK, CPU core voltage adjustment and also Memory frequency adjustment. Those would be the essentials.
 
The BIOS has no option to overclock or even any Speedstep option or something similar

and with the programs like Clockgen, setfsb and CPUFSB they ask me for the specific PLL to be able to gain access to the overclock configuation but the problem is that I do not find the option of the PLL of my pc, it is not.

Can I try with a different or similar PLL that the programs show? Will it work?
 
Well beating that dead horse you'll find the PLL on the physical board itself a small rectangular possibly square (bad news) chip near the bottom or middle of the board near one of the sides (that's just a guess from former experience). It will say ICS,or SST, maybe VIA. There are others less common.

IF you manage to find the appropriate PLL listed in your software then your going to quickly hit a wall concerning your PCI clocks as well as RAM. Add in likely poor cooling with old TIM and well your not going to get enough clocks to increase performance enough to matter. Again tweak windows performance settings. Doing that will likely gain you as much as any overclocking you'd be able to do in your situation.
