Laptop battery wont charge while on and low battery.

I seem to have this problem with 2 laptops. When the batteries are full charged and connected to AC they are fine, but if they are on battery and run down somewhere below 50% and then plugged in, it acts as if the AC is connected and disconnected every 10 seconds or so. THe only way to get it normal again is to turn the laptop off and let it charge to near full before turning on again.

What brand are they? I sometimes get a simaliar issue with my dell laptop and I have pretty much came to believe its the AC adaptor.

asus i had for a weekish but was used.
