Max RAM Question (Slot Configuration VS Total)

I looked in the manual but I couldn't find the answer. If a motherboard says it has 4 slots and a max memory of 64 GB. Does that mean a max of 16 GB per slot? Or could 2 x 32GB be used in only two slots leaving the other two empty?
 
64GB in total usually means 16GB per slot but if it's a new generation like 500 series AMD or 400 series Intel chipsets then it should support 32GB memory modules. Sometimes it's because the motherboard wasn't tested with higher capacity modules before motherboard/laptop release and memory QVL and general specification weren't updated later. New BIOS sometimes adds support for higher capacity memory modules.
