need help! dell optiplex 780 q9650 but working only 6 x 333mhz

Hello, i upgraed from q6600 to q9650 but isn't working with full speed at 3.0ghz (9x333 mhz) is working only 2.0ghz (6x333mhz)
i downloaded techpowerup throttlestop so when i disable BD PROCHOT it start's to work at full speed
can anyone tell me why isn't working at full speed without disabling that from a third software?

Did you check when @ load or just idle @ the desktop ? power saveing features drop the multi when system is idle
