oc setting in uefi

Howdy all, just a quick question. I have the i5 4690k and I have it oc'd to 4.6 ghz. But from what I can tell it is 4.6 all the time, even at idle. Is there a setting that will bring down that speed while the computer is idle? Motherboad is an asus z97 pro-gamer.
 
Enable EIST and C states
EDIT: Make sure windows is set to balanced or power saver as well

In the Advanced screen of the advanced mode click on CPU Power Management Configuration. Then enable Enhanced Intel Speedstep Technology.

Johan beat me, that's what EIST is, make sure it's enabled.
