Powering on MOBO w/o CPU or memory - is it safe to do?

One time I powered up a Syntax (aka ECS) S635MP (not so good board with integrated VIA CPU) without the memory. I put it back in and it wouldn't boot. But I reset the CMOS and it then worked fine. So be aware of that if it may stop working.

What is the point of starting up with no memory or CPU.

Kind of a long story but the short version is;
I needed to check mobo voltage on vdimm, core and I knew it was ok w/o memory in, but the only cooling I had at that point was my RBX which wasn't set up yet.

Anyway, it went fine but I didn't want to take chances on frying my board when I could just ask first.
