I was looking for i5 + 970M but I couldn't find it. Like you said, all 970M/980M laptops were with i7 even though most games don't need HT but higher graphics. At the end the lowest, reasonable priced laptop for games which I found was i5 6300+ 960M. Good enough for most games at 1080p but most at medium or lower details. There is no stronger APU than 960M.
For Intel, their IGP are gaming graphics. This is funny but I actually heard that on the Intel/Microsoft conference. There were some marketing materials about it. Pure marketing %#$^#$.
