REMOVED GPU WHILE PC WAS *TURNED OFF* BUT PSU PLUGGED TO THE ELECTRICITY

My asus 2070 super has those lights. They are not on when the pc is off.

The weird thing is that my friend has a VEGA 56 STRIX and has both lights turned on even if the pc was off. I Was wondering if it could be the "ErP ready:disbled on the bios settings" but not sure since I have no idea about how could his GPU have power even if his PC is turned off :shock:
P.S. enabling ErP ready solved the "problem", but still can't understand from where does the MOBO takes that energy since no 5v on PCIe and remaining rails not working when PC is turned off :eek:
