I set up water cooled system.
I have 10 fans that are all in 1 4 pin (CPU) connector.
the problem is that the video card and the processor can be loaded to an unequal degree, in other tasks only one thing will be loaded. how can I make the fan speed depend on the processor or video card ? what if the temperature in the processor or video card was exceeded caused the fans to spin faster

What motherboard?
What header are these 10 fans on?
What fans are you using, exactly (make + model)?
Are you using a fan controller or separate power source for the fans?

Typically you can control the fan headers in the bios of your motherboard. Depending on the motherboard you can set up a header to vary speed with different sensors including the procssor.
