stream DLNA and miracast TO windows 8.1

Hi,

I know windows 8.1 brings miracast support and the 'play to' functionality so you can mirror your display on devices like netgears push2tv and send video to the xbox 360.

However if I have another device (surface 2 for example) can I 'play to' a windows 8.1 htpc or mira my tablets display through the windows 8.1 htpc?

Or does windows just have the ability to push the signal?
