Personally I would pay for non-oem(if newegg/other carries it) and use the stock HSF, unless you plan to overclock.

With such a system, you should not really be cheaping out on the powersupply. There are risks of the powersupply dieing, and taking the SYSTEM with it.
For around $30 more you can have a 530W PSU from Fortron, a well respected company for power supplies. (http://www.newegg.com/Product/Product.asp?Item=17-104-968&depa=0)

Yep, don't ignore the PSU quality. It's perhaps the most important component, yet often the most ignored since it has less of a "bling" aspect to it.
As larva stated, a AX500-A Fortron would be a minimum choice, and with the second revision, definitely good enough. I don't really like the X700 series as well, and bumping that to either an x800 series, 6600GT or a 6800nu would be better.
